通过界定创新驱动要素内涵,构建创新驱动要素评价模型,并运用熵值法对北京、深圳、上海等20个城市的创新驱动要素质量水平进行综合评价。评价结果显示,沿海城市的创新驱动要素综合得分较高,创新驱动资源较丰富,创新驱动环境较好,但企业创新驱动主体地位尚未形成;东北地区城市的创新驱动要素质量水平则相对薄弱。针对评价结果,进一步分析城市间要素差异及其产生原因,据此提出改善建议。

By defining the meaning of innovation-driven factors,we constructed an evaluation model of innovation-driv-en factors and introduced comprehensive assessment for 20 innovative cities’innovation -driven factors by the Entropy Method,such as Beijing,Shenzhen,Shanghai,etc. The evaluation results showed that:the coastal cities get more scores, because they have more abundant innovation-driven resources and better innovation-driven environment,but the enter-prises have not been the main body to drive innovation;by contrast,cities in the northeast have innovation-driven factors with poor quality level. According to the evaluation results,we further analyzed the differences between the regions and the causes of differences,and gave the opinion for improvement accordingly.
