通过从中华人民共和国教育部官方网站获取近十年来民办教育事业发展的相关数据，调查了解2003-2012年十年间各级各类民办教育的发展状况和趋势，并从认识误区、教师待遇和学生待遇三方面论述其受到的不公平待遇，从而提出构建民办教育公平教育环境需要从定性、定位及政策三方面解决。

From the Chinese Ministry of Education's website we got pertinent data about the improvement of private education, We've known the improvement and trend from private kindergarten to colleges from 2003 to 2012, and then discussed the unfair treatments from misunderstandings, teachers' treatments and students' treatments. Finally, proposed three respects like qualitative, localization and policies to construct a fair environment for private education.
