作为一种存在于政府与企业间的组织形态，商会在市场经济发展不同阶段发挥着重要作用。对于其身份归属，学界观点存在分歧。“代理人”论认为商会是一种代理政府管理企业的新型组织形式；“俱乐部组织”论表示商会是入会会员利益整合和表达的组织机制。此外，还有模糊二者差异的“中介组织”论。“强国家-弱社会”的既有制度安排造就了中国商会的生发机制很大程度受制于政府权力。在现实语境中，商会身份多重性是政府权力和企业活动渗透的结果，这将深刻影响其在社会治理中的角色发挥。

As an organization that exists between the government and the private enterprises, the Chamber of Commerce (CC) plays important roles in the development of the various stages of market economy. Academic opinions differ as to its nature and identity. The “agent” theory contends that the Chamber of Commerce is a new type of organization acting as a government agent that administrates the enterprises on behalf of the government. The “club” theory holds that the CC is a club-like entity that represent the collective interests of its members. A third theory blurs the distinction between the first two views and emphasizes the CC’s nature as an “intermediary”. China’s strong -government -weak -society arrangement decides that the CC inevitably experiences severe restrictions from the government. In reality, the CC’s multi -faceted role is the result of constant infiltration of private - and public -sector influences and that fact impinges CC’s role in social governance in China.
