作为一种特殊的资源配置机制，法律的存在不仅是社会关系的调节器，也是政府行政权力与公民社会权利之间的平衡杆。作为一种全新的管理形态，法治政府是实现行政权力规范运行的主要路径选择。与此同时，社会保障作为一种旨在保障公民生存权，实现社会公平的利益分配机制，也需要以法制化来维持制度的稳定性。对此，转变政府职能，加强社会保障立法，培育公民社会，有助于实现政府法治化与社会保障法制化之间互推式发展。

As a special allocated mechanism, the existence of law is not only the regulator of social relationship; but also the balance between the government's administrative power and citizen's social rights. As a new management pattern, the government ruled by law is the choice to make the operation of administrative authority standard. Meanwhile, Social security, as a protection to citizen's subsistence right and the interest distribution mechanism to social justice, also needs to be legalized to maintain the stability of the system. Therefore, the transformation of government functions, strengthening the legislation of social security and cultivating the civil society, can be beneficial to achieve the mutual development between the government ruled by law and social security ruled of law.
