Owing to factors like tax reform and construction of new style rural communities , the basis of rural governance has changed , which creates a strong need for innovation in the system and mechanism of rural governance .The rise of Farmers Cooperatives and other industrial organizations has created necessary conditions for them to become the governance body in ru -ral communities .New style rural communities should build a synergy governance structure that involves both industrial organi -zations and geopolitical organizations , and establish rational mechanisms of decision making , supervision and incentivation .
