从2007年以来,城乡学生对国家资助体系的反应差异日益明显。根据统计分析可知:城乡学生在贫困生认定、资助方式和助学金效果等方面的认识存在显著差异,资助公布方式无显著性。对此,需要构建多层次资助认定体系,从无偿模式向有偿模式转变,规范资助工作流程,保证资助前提公平、资助实体公平和资助程序公正。

종2007년이래,성향학생대국가자조체계적반응차이일익명현。근거통계분석가지:성향학생재빈곤생인정、자조방식화조학금효과등방면적인식존재현저차이,자조공포방식무현저성。대차,수요구건다층차자조인정체계,종무상모식향유상모식전변,규범자조공작류정,보증자조전제공평、자조실체공평화자조정서공정。
Since 2007, there is an increasing discrepancy in terms of the reactions to the national ifnancial aid system of the students from rural and urban areas. Statistics indicate that there are noticeable differences in the aspects of poor student assessment, ifnancial aid methods, and student subsidy effects, while the manners of ifnancial aid publication are not signiifcant. Therefore, a multi-leveled ifnancial aid assessment system should be developed, the gratuitous aid methods should be rendered compensational, and the preconditions, beneifciaries and proceedings of ifnancial aid must be f air and square.
