在对辽宁省海城市跨界水污染的原因和现状进行调查分析的基础上，结合海城市水污染专项整治工作取得的进展和成果，提出海城市应该继续加大水污染防治工作的力度，加快产业升级，采取以环境优化经济增长等对策，从根本上解决跨界水污染难题。

On the analytical basis carrying out investigation on the cause and current situation of transboundary water pollution in Haicheng city, combining with the progress and the achievement which obtains from the special improve-ment work for water pollution in Haicheng, proposed that Haicheng should continue to increase the intensity of water pollution prevention, speed up the industrial upgrading, optimize countermeasures and so on economic growth by the environment, fundamentally solves the straddling of zones water pollution difficult problem.
