高等教育是一国发展的重要支撑，国家的发展会不断对高等教育改革提出要求。“卓越计划”作为教育部实施的一项重要教改计划，一方面为高校改革不合理的人才培养模式提供新的机遇，另一方面也对传统的教学管理提出新的挑战。在对“卓越计划”和传统的“学科式”教学管理特点进行比较的基础上，就完善“卓越计划”要求下教学管理改革所涉及的重大问题进行了思考，并提出相关意见建议。

Higher education is an important support for national development and national development re-quires the the reform of higher education.The Excellence Program,as a national proj ect of educational re-form,provides an opportunity of university training reform and brings a challenge for traditional teaching administration.This article compares the characteristics of the Excellence Program with those of tradition-al disciplinary teaching administration,discusses the key problems in the educational reform,and proposes some suggestions.
