当前我国高校防腐倡廉建设形势严峻，腐败现象不容忽视。为了更好地守住高校“净土”，贯彻落实党的十八大会议关于反腐倡廉的创新举措和体系建设精神，结合高校自身的固有特点，构建“心役—形役”的高校反腐倡廉二元规制模式，并将其推向高校反腐倡廉的具体实践中，多角度、多层次地维护好我国高等教育的稳固发展。
당전아국고교방부창렴건설형세엄준，부패현상불용홀시。위료경호지수주고교“정토”，관철락실당적십팔대회의관우반부창렴적창신거조화체계건설정신，결합고교자신적고유특점，구건“심역—형역”적고교반부창렴이원규제모식，병장기추향고교반부창렴적구체실천중，다각도、다층차지유호호아국고등교육적은고발전。
Since corruption has become very common in universities now,China is faced with a hard battle against corruption in the ivory towers. In order to keep the universities a pure land,this paper,based on the new measures in the anti-corruption system proposed in the 18 th CPC National Congress as well as the inherent characteristics of uni-versities,attempts to establish a dual anti-corruption mechanism of“mind-control”and“form-control”in universi-ties,which in practice safeguards the stable development of China’s higher education in multiple perspectives and levels.
