高校二级学院是学校各项工作落实的重要的单位，对二级学院进行全方位量化考核逐渐成为高校对二级学院监督和宏观调控的重要内容和促进各项工作的重要手段。本文根据高校二级学院这一知识型群体的特点和需求，将目标管理理论与二级学院管理相结合，通过目标管理的方法使得高校二级学院实现自主管理、自我控制，力图提升二级学院管理的有效性。

University secondary school is the important unit to carry out the work in the university. The comprehensive and quantitative assessment of the secondary school is becoming the key to the secondary school to promote all the work concerned. In this paper, according to the characteristics and requirements of the secondary school the knowledge group, the target management theory with secondary school management, the secondary school realizes their autonomous management, self control to improve the effectiveness of secondary school management.
