The rapid development of new media has not only broadened citizens’ access to information, but also provided conveniences for the spread of negative information. Under the time background of innovating social management, how to promote the abilities of guiding public opinions is crucial important for the public security organs to safeguard social stability and harmony as well as its functions. This paper discusses the specific ways for the public security organs to promote the abilities of guiding public opinions, and reduce the influence of negative information to the public security work in order to realize harmonious governance.
