产业集聚区与新型城镇化的互动关系体现为：产业集聚区对新型城镇化的发展起支撑作用，新型城镇化是产业集聚区的有效载体。通过借鉴产业集聚区与城镇化建设在统筹规划、要素聚集能力、产业支撑能力、发展环境等方面的成功经验，结合张家口市的实际情况，据此提出了科学的产业集聚区和城镇化互动发展的规划设计；提升产业集聚区要素集聚能力的方法；围绕特色产业环节、发展全产业链的内涵发展模式；优化环境、提高服务水平等适合两者互动协调发展的对策建议。

The interaction between industrial cluster district and new-type urbanization is shown as follows:the former plays a supporting role in the development of the latter,and the latter is an effective carrier of the former. Combining the practical situation of Zhangjiakou City and referring to some successful experience in industrial clus-ter district and urbanization construction on overall planning,factors aggregate capacity,industrial support capacity, environment development etc.,this paper puts forward some countermeasures that fit for their interactive and har-monious development,such as scientific planning and design,approaches to promoting the aggregate capacity,con-notative development patterns of centering on specialty industry and developing industrial chains,optimizing the en-vironment and improving the standards of service,and so on.
