研究分析了国内外节能减排标准化工作现状，重点总结了包括欧盟、美国、日本等国家和组织在环卫、供热、燃气、室外照明市政市容这4个领域内的节能减排标准法规的制修订情况，以北京市市政市容系统为实例探讨了标准体系的构建，提出3点政策建议。

The paper introduces the state quo of standardization work of energy conservation and emission reduction in China and overseas, and summarizes the development and revision of related standards regulations in the four fields of sanitation, heating, gas, outdoor lighting in EU, the U.S., Japan, etc., exploring the construction of standards system by taking Beijing urban amenity system for example and providing three suggestions for policies.
