河口村水库导流洞是工程建设的控制项目,其开挖衬砌断面大、洞身长、进出口施工困难,能否按期完工关乎水库工程的顺利实施。通过分析导流洞工程的施工及建设条件,在确保工程质量与安全的前提下,提出了可行的施工设计方案。选择了导流洞与两条泄洪洞结合布置、运用的方案,即导流洞在非汛期为施工导流专用,汛期与1#泄洪洞联合度汛;导流洞下闸封堵后经过龙抬头改建为2#永久泄洪洞。为满足导流洞工程施工交通需要,沿河布置了连接导流洞出口与现状乡间沥青道路的3号施工道路,布置了从出口至进口的8号施工道路,同时为满足进出口上部开挖需要,布置了连接3号施工道路和泄洪洞进口的2号施工道路。根据总进度计划安排,导流洞工程与水库工程的场内2号道路、3号道路、建设管理营地及生活供水、施工变电站等列为项目的前期工程。导流洞施工时,变电站尚不具备供电条件,供电方案选择接引当地农用电,结合自备发电机。

The diversion tunnel of Hekoucun Reservoir is a controlled project. Whether it can be completed on schedule,it will be related to the smooth implementation of reservoir engineering. The tunnel trunk is long with large section of excavation and lining and the construction of inlet and outlet is difficult. A feasible plan of construction design under the premise of ensuring quality and safety was put forward by analyzing the construction conditions of diversion tunnel. It chose the diversion tunnel combined with two spillway tunnels layout that was diversion tunnel dedicated for construc-tion diversion in the non-flood season,in flood season with spillway tunnel No. 1 for joint flood prevention. Diversion tunnel was converted into per-manent spillway tunnel No. 2 through dragon-head-raising after blocking. In order to meet the transport needs of the diversion tunnel construction, construction road No. 3 connecting outlet with the status countryside asphalt road was designed layout along the river. Construction road No. 8 was ar-ranged from outlet to inlet,as well as to meet excavation of upper open digging needs,arranged construction road No. 2 connecting inlet of spillway tunnel with construction road No. 3. According to the overall schedule,the engineering works of diversion tunnel,the 2nd and 3rd roads,management camps,domestic water supply and construction of substations were listed as the preparatory work. The substation was not provided with power during diversion tunnel construction. The power supply scheme was to use local farmers electricity combined with self-generating.
