以河北省为例,分析梳理当前高层次、高技能人才队伍建设存在着数量不足,质量不高,分布不合理,资金投入不足,人才流失严重等问题;指出待遇偏低、载体吸引功能薄弱、培训机制不健全、优惠政策和市场建设不完善是这些问题存在的原因;并就此提出树立人才优先发展理念、创新机制体制、完善人才培养体系、提升载体的吸引功能、健全人才培训机制、发挥市场作用、建立新型人才引进模式等建议。
以河北省為例,分析梳理噹前高層次、高技能人纔隊伍建設存在著數量不足,質量不高,分佈不閤理,資金投入不足,人纔流失嚴重等問題;指齣待遇偏低、載體吸引功能薄弱、培訓機製不健全、優惠政策和市場建設不完善是這些問題存在的原因;併就此提齣樹立人纔優先髮展理唸、創新機製體製、完善人纔培養體繫、提升載體的吸引功能、健全人纔培訓機製、髮揮市場作用、建立新型人纔引進模式等建議。
이하북성위례,분석소리당전고층차、고기능인재대오건설존재착수량불족,질량불고,분포불합리,자금투입불족,인재류실엄중등문제;지출대우편저、재체흡인공능박약、배훈궤제불건전、우혜정책화시장건설불완선시저사문제존재적원인;병취차제출수립인재우선발전이념、창신궤제체제、완선인재배양체계、제승재체적흡인공능、건전인재배훈궤제、발휘시장작용、건립신형인재인진모식등건의。
Taking Hebei Province as an example,the article analyzes the current problems in the con-struction of high-level and high-skilled talents team,such as insufficient quantity,low quality,unreasonable distribution,lack of funding,and serious brain drain.And then the article explores the reasons,including low salary,weak research environment,imperfect training mechanism,incomplete preferential policies and market construction.Finally,the paper puts forward such suggestions as establishing the idea of talents pri-ority,innovating mechanism and system,improving the system of personnel training,enhancing research environment,perfecting the mechanism of talent training,giving the market full play,and establishing the new mode of talent introduction,and so on.
