环渤海经济区在经济高速增长的同时能源短缺和环境污染问题日益严重，节能减排形势严峻。以环渤海经济区1995—2011年面板数据为分析对象，运用超效率 DEA －Tobit 模型对该区全要素能源效率及其影响因素进行分析。结果显示环渤海经济区各省市全要素能源效率整体水平较高，但各省市之间存在差异；环渤海经济区各省市产业结构与全要素能源效率存在负相关关系，技术进步、对外开放程度、能源消费结构及经济发展水平对各省市全要素能源效率都具有不同程度的影响。最后，针对结论提出相应的对策建议。

With the rapid economic growth in the economic region around the Bohai sea,energy shortage and environmen-tal pollution are getting worse and the situation of the energy saving and emission reduction is grim.The paper selected the Bohai’panel data from 1995 to 2011 and the input -oriented super -efficiency DEA -Tobit model to evaluate the total factor energy efficiency of the economic region around the Bohai Sea.The results show that:although the total factor energy efficiency of the economic region around the Bohai sea is higher,but there are many differences between provinces and cit-ies;there are negative correlation between industrial structure and the technical progress,the opening degree,the structure of energy consumption;the level of economic development has different influence to the total factor energy efficiency.Final-ly,this paper has put forward relevant suggestions.
