首先分析突发事件对地面物流网络系统的干扰影响，剖析地面应急物流网络系统的应对能力及瓶颈；基于流程再造思想和应急 OD 对间畅通要求，构建立体多级应急物流网络系统；最后阐明其网络拓朴结构和网络应急物流功能实现，以应对和弱化灾后干扰对应急物流网络系统的影响。
首先分析突髮事件對地麵物流網絡繫統的榦擾影響，剖析地麵應急物流網絡繫統的應對能力及瓶頸；基于流程再造思想和應急 OD 對間暢通要求，構建立體多級應急物流網絡繫統；最後闡明其網絡拓樸結構和網絡應急物流功能實現，以應對和弱化災後榦擾對應急物流網絡繫統的影響。

Firstly,the interferential effects of the emergency on the ground logistics network system is analyzed,based on which the ground emergency response capacity and bottleneck of the ground emergency logistics network system are clari-fied.Furthermore,three -dimensional emergency logistics network system is built based on the thought of process reengi-neering and unblocked requirement between origins and destinations.Last,the topological structure and the functional im-plementation of emergency logistics network are illuminated to deal with and weaken the post -disaster interferential effects on emergency logistics network system.
