文章将生态服务价值作为指标，在计算过程中加入气候和产量因子调节；结合土地利用面积变化和人口数据，通过运算得到均衡性、多样性及压力指数；选取水土流失这一关键生态影响因子，作为评价指标之一。从生态系统服务功能、自身健康和区域生态系统受到的压力三方面综合考虑，采用单因子评价和综合评价相结合的方法，充分考虑到生态系统内反馈机制的非线性作用，利用层次分析法将各指标值加以整合，最终得到研究区2006~2020土地利用规划实施预计的生态影响为正向，充分体现小尺度生态评价中区域特定影响因子对整体结果的决定性作用。

The paper use ecological service value as a target, On the basis of Costanza and Gaodi Xie's theory, add climatic factor and yield factor in, combine with land use changes and population data. Measure the changing from three ways: health, presser and service. Choose soil erosion as an important impact factor, with regional characteristic. Use comprehensive analysis to instead of it to make the results more flexible. At last integrate these indicators with entropy weight method and expert scoring method. Land use plan 2006-2020 can improve the ecological environment of researched region. This result give full expression to the decisive effect of single impact factor in the small scale ecological evaluation.
