非物质文化遗产档案是对非物质文化遗产进行真实完整地记录后所形成的物化档案，具有可供旅游开发的独特性与原生性特点，是丰富的旅游资源。因为资源要素禀赋的不均衡，作为旅游开发核心利益主体的档案馆与旅游经营者之间存在着利益协作关系与利益冲突关系。要保证协作关系长久地良性运行，就要建立有效的利益协调机制，化解利益冲突，进而保护非物质文化遗产。

Intangible cultural heritage archives are the materialized archives after a true and complete recording on intangible cultural heritage , and are rich traveling resources with uniqueness and originality which can be developed .Because the resources are not balanced, there are cooperative relationships and conflict relationships between archives and tour operators which are as core stakeholders during tourism development .It is necessa-ry to establish a effective stakeholder coordinating mechanism to ensure the long -range positive running of cooperative relationships, to resolve con-flicts, and then to protect intangible cultural heritage.
