在义务教育阶段,公平和效率是激励教育进步和发展的两大重要目标。文章通过理论推导和思辨研究,证明公平和效率存在协同关系,他们在趋于达成过程中能够提高效率而不减少公平,或者促进公平而不降低效率,以及效率和公平都得以提升。根据协同标准,文章提出了当前阶段义务教育的互补性教育措施和制度安排。

In compulsory education, equity and efficiency are the two objectives for which education is improved and developed. There is a synergistic relationship between equity and efficiency. The complementary measures and institutional arrangements which can meet the standards of equity and efficiency should satisfy three criteria: (1) Improving efficiency without reducing equity; (2) Improving the equity without reducing efficiency; (3) enhancing the efficiency and equity at the same time. The fair education is sought which is to make each of school-age children obtain deserved education while allocation efficiency of educational resources is not decreased.
