目前我国义务教育发展不均衡问题十分突出,已引起政府和社会各界的广泛关注。文章针对义务教育发展不均衡问题,构建刻画义务教育发展不均衡程度的度量方法。提出以义务教育最低保障标准为评价基点的思想。依据各地区发展差异,构建不同地区义务教育最低保障标准的测算模型。以此模型计算在满足最低保障标准条件下,义务教育经费的实际投入量。利用模型计算结果对我国31个省市义务教育经费投入,在区域之间以及区域内部进行横向或纵向差异的对比,客观量化了我国目前义务教育不均衡发展的现状,为政府提供义务教育经费分配和预算决策,提供了理论和数量依据。

The imbalanced development of compulsory education in China has caused wide- spread concerns from both government and society. This paper addresses relevant issues concerning such imbalanced developments and quantifies the level of imbalance. A novel concept in terms of establishing a quantified minimal support standard within compulsory education system has been introduced in this paper. The model analyses the minimal support standard in different geographic areas of China which taken the imbalance of economic status into consideration. This model then has been utilized to estimate the net investment required from government funds to achieve the minimal support standard. The results of the model are further analyzed to conduct a comparison study among the 31 provincial level administrative divisions from the perspective of necessary investments in each administrative division. This unbiased and quantitative analysis clarifies the present development states of compulsory education in China. It provides the central and local government a theoretical and quantitative tool to estimate the spending and optimize distribution in compulsory education funds.
