2014年8月3日,云南省昭通市鲁甸县发生6.5级地震,最高烈度Ⅸ度。地震导致牛栏江干流红石岩大坝下游600 m处的右岸山体崩塌并阻断河道,形成堰塞体高度102 m、方量1200万m3、库容2.6亿m3的大型堰塞湖。通过调洪与溃坝计算,分析了堰塞湖对上下游的影响、堰塞湖的风险及处置面临的困难,提出了堰塞湖处置的原则,通过工程措施和非工程措施相结合的应急处置方案,有效降低了红石岩堰塞湖的溃坝风险和淹没损失,为进一步提高堰塞湖防洪标准,给出了后续处置和后期整治建议,为堰塞湖风险分析与应急处置提供借鉴。

On August 3, 2014, an earthquake with a magnitude of 6.5 degree and highest intensity of 9 degree hit Ludian County of Zhaotong City, Yunnan Province. It caused the col apse of the right side of the mountain at 600m downstream of Hongshiyan Dam and blocked the Niulan river ,forming a large barrier-lake. Calculated by flood regulation and dam-break models, the negative impact to downstream area, risk of barrier-lake breaking, and potential difficulties were analyzed. The emergency response countermeasures for barrier-lake were raised along with engineering countermeasures and non-structural measures. As a study result, the risk of barrier-lake scattering are effectively reduced, recommendations of flood prevention, such as advanced flood control criterion, are further proposed, which can significant contribute to risk analysis and emergency management for barrier-lake.
