现行《种子法》自2000年施行以来，在规范和推动我国种业发展方面起到了积极的作用。但是，随着社会的发展有些规定已经不能适应现实需要，亟待从立法技术的角度予以修改。《种子法》法律规范结构存在的问题是：法律规范逻辑结构不完整，规范内容与刑法条文衔接不畅，责任条文排列顺序不合理。《种子法》法律语言技术存在的问题是：法律规范表达不严谨不准确，表达自相矛盾，容易产生歧义，表达不清晰、不简练。解决这些问题的方法是：严格按照立法技术标准，规范法律条文的逻辑结构、编排顺序和语言表达。
현행《충자법》자2000년시행이래，재규범화추동아국충업발전방면기도료적겁적작용。단시，수착사회적발전유사규정이경불능괄응현실수요，극대종입법기술적각도여이수개。《충자법》법률규범결구존재적문제시：법률규범라집결구불완정，규범내용여형법조문함접불창，책임조문배렬순서불합리。《충자법》법률어언기술존재적문제시：법률규범표체불엄근불준학，표체자상모순，용역산생기의，표체불청석、불간련。해결저사문제적방법시：엄격안조입법기술표준，규범법률조문적라집결구、편배순서화어언표체。
The current"Seed Law"plays an active role in regulating and promoting the development of seed industry in China since 2000 .However ,with the development of society some stipulations has been already unaccommodated to the need of reality ,urgent need to be modified from the points of legislation technique .This paper analyzes the problems of "Seed Law"legal norms structure:the logical structure of legal norms is incom-plete ,the content of legal norms and the criminal law does not converge ,the order of legal liability provisions is not reasonable .It also analyzes the problem of “Seed Law” legal language technology :the expression of legal norms is not precise not accurate ,the expression of legal norms is contradictory ,the expression of legal norms eas-ily cause ambiguities ,the expression of legal norms is not clear not concise .It Clarifies the correction method of these problems:in strict accordance with the legislative technical standard ,arranging legal provisions′logic struc-ture ,scheduling order and language expression .
