选取2011年陕西省渭南市14个小额贷款公司和337个样本农户的截面数据，运用ISDF模型对农户的生产技术效率进行实证分析。结果显示：以小额贷款公司为单位的农户平均生产技术效率差异不大，但个体差异较为明显；小额贷款公司员工文化程度、服务态度、贷款便利程度、利率水平和政策宣传均正向影响农户生产技术效率；支农低效的小额贷款公司在某种程度上存在着支农目标偏移现象。针对以上结果，分别从小额贷款公司和地方政府两个方面给出相关建议。

Empirical analysis was done on farmers’ technical efficiency by using ISDF model with the data of 14 small loan companies and 337 farmers receiving in Weinan city ,Shaanxi Province .The results showed that there was little difference in farmers’ average technical efficiencies in terms of small loan companies but obvious among individual farmers .Employees’ education ,service attitudes ,convenience of credit ,interest rate ,and policy commu-nication could affect farmers’ technical efficiencies positively .Those small loan companies with relatively low effi-ciency in supporting farmers have steered away from their goals .Corresponding suggestions are proposed from both small loan companies and local government .
