从国际视角出发，探讨跨国驾车出行时驾照通用问题。首先介绍国际驾照的性质特点、作用和应用范围等内容，明确国际驾照的通用效力。其次阐述当前跨国出行时驾照通用现状，即驾驶人如何获取对方国度合法驾车资格，解释驾照“通用”含义。

This paper discusses the general use of a driving license in an international perspective when people drive abroad.Firstly, it introduces the characteristics, function and application range of IDP , and explains the efficacy of its general use. What ’ s more, it states the current situation about the general use of a driving license when driving in foreign countries , which is about how to get the driving qualification in different countries , and then illustrates the meaning of “general use”.
