当前我国的农村信用体系建设缺乏统筹规划，信用法律法规建设不够完善，信用等级评价标准不够科学，农民对信用数据和信用评估的意义认识不足，农村人口流动增加了信用体系建设的难度。建议对我国的农村信用体系从顶层进行设计，搭建农村信用体系建设的整体框架；加快信用信息价值的立法建设，推进农村信用体系法规建设进程；加强信用知识宣传，提高农户信用意识；规范信用数据采集与使用；建立社会信用监督机制；加快农村互联网络体系建设，构建城乡一体化的信用体系。

At present,the construction of rural credit system in China lacks planning;the construction of credit laws and regulations is not perfect;the credit grade evaluation standard is not scientific;farmers lack full under-standing of the meanings of the credit data and credit evaluation;the rural population flow increases the difficulty in the construction of the credit system.We should design the Chinese rural credit system from the top layer,set up the overall framework of the rural credit system construction,accelerate the legislative construction of the credit in-formation values,promote the regulation construction of the rural credit system,strengthen the propaganda of credit knowledge to improve farmers′credit consciousness,standardize the credit data collection and use,establish a so-cial credit supervision mechanism and accelerate the construction of rural Internet network system to build the inte-grated urban and rural credit system.
