环境问题伴随着人类工业化的开展而凸显。第二次世界大战结束后，世界环境问题日益严重，环境犯罪的概念与规制环境问题的刑事手段出现并得到发展。目前，世界各国和国际社会已经建立起了环境犯罪规制体系，环境犯罪的主体、责任和刑罚问题得到厘清。未来，应当继续加强国际合作，坚持可持续发展，采取增加侵害国际环境利益的罪名、肯定法人的环境犯罪主体资格等措施，以更好地规制环境犯罪。

Environmental problems emerged with the industrialization progress.Since the end of the Second World War,world environmental problems have become more and more severe.Thus,the concept of environmental crimes and the criminal means to regulate environmental problems emerge and develop.Presently,countries all a-round the world and the international community have built a set of laws to control the environmental crimes.The subject,liability and punishments of environmental crimes have been defined clearly.In the future,the internation-al cooperation and sustainable development should be maintained and reinforced.In order to control the environ-mental crimes more effectively,it is necessary to take measures such as adding the accusation of trespassing inter-national environmental interests,affirming that the legal persons can be the subjects of environmental crimes and so forth.
