水库大坝安全技术标准是工程设计、施工、验收、运行的主要依据，是行业技术监督的重要基础，对保障大坝安全发挥了无可替代的作用。经过50余年的发展，大坝安全技术标准已形成了比较完整的体系，适时对其发展过程进行梳理，总结归纳发展特征，对我国水库大坝安全技术标准体系的进一步发展具有重要意义。对于我国按早期技术标准建成的大部分水库而言，有利于更科学地对其安全性态进行评价及鉴定，将更好地促进水库安全运行和管理工作。

Dam safety technical standards provide the necessary details about the specific requirements for dam design, construction, commissioning and operation. They also play an important role in technical supervision for dam safety. After 50 years' development, a system of dam safety technical standards is es-tablished. By reviewing the development of dam safety technical standards in China, this paper makes a systematic summary of various types of standards and analyzes the characteristics. It intends to provide information support for further improvement of dam safety technical standards in China. Also, for the most reservoirs constructed during the early years, this paper is useful as carry out the evaluation of dam behavior and appraisal of dam safety scientifically.
