通过归纳总结与水环境安全有关的科学研究，从水资源配置的角度出发，提出了水资源配置在保障水环境安全的同时可能对流域水环境安全产生次生影响的概念，认为水环境安全既要考虑天然水循环的作用，又要考虑取、用、耗、排等人工活动形成的侧支水循环对水环境安全的影响；并进一步阐述了水资源配置可能对水环境安全产生的次生影响，提出了基于水资源配置的水环境安全评价指标，旨在探索优选最佳水资源配置方案；最后指出了水环境安全研究的难题及亟待解决的问题。

This paper puts forward the concept that water resources allocation may produce secondary effects on water environment while the safety of the water environment is being protected from the perspective of water allocation ,by summarizing the safety-re‐lated scientific research on water environment ,this study contends that the water environment security should not only consider the role of the natural water cycle ,but also the impact that collateral circulation to water environment security caused by human activi‐ties ,such as taking ,using ,consumption ,and drainage of water .Furthermore ,it explains the secondary effects on water environ‐ment safety caused by water resources allocation ,present the evaluation index of water environment safety based on water resources allocation ,the purpose is to explore the best water allocation plan .Finally ,the difficulties and research problems to be solved in wa‐ter environment security research are pointed out .
