在分析灌区管理体制改革、农民用水户协会管理、小型水利工程产权改革及农业水价综合改革取得成效及存在问题的基础上，提出完善农村水利基层管理组织，落实人员和经费，健全用水户协会管理制度，规范小农水产权改革制度，以及建立农业水价补偿机制，探索农业水价综合改革新思路，完善农村水利投入保障机制，通过改革促进农村水利进入良性发展。

Based on an analysis of success and problems at the management system reform ,the management system of farmer water user association ,property rights reform of small water conservancy projects and agricultural water price reform .Suggestions are made to consummate the rural water conservancy management organizations ,carry out the personnel and funds ,and improve the ad‐ministration system of the water user association ,specification of water property rights reform ,and establish compensation mecha‐nism for agricultural water price ,explore new train thought of agricultural water price reform ,perfect the safeguard mechanism ,ru‐ral water conservancy ,promote rural water into the benign development through reform .
