土地整治作为城乡统筹的重要平台和有力抓手，在保护耕地和保障发展、节约集约用地、缩小城乡差距等方面意义重大。当前，土地整治被赋予了新的内涵，其范围、内涵、目标、运作方式也在发生着深刻转变。在此背景下，本文对土地整治运行中存在的问题进行了梳理，并从政府、市场和农民三个方面，对土地整治的运行机制逐一进行分析，在此基础上，构建土地整治创新机制，即激励机制、约束机制和保障机制，确保土地整治工作的顺利实施，赋予土地整治新的活力。
土地整治作為城鄉統籌的重要平檯和有力抓手，在保護耕地和保障髮展、節約集約用地、縮小城鄉差距等方麵意義重大。噹前，土地整治被賦予瞭新的內涵，其範圍、內涵、目標、運作方式也在髮生著深刻轉變。在此揹景下，本文對土地整治運行中存在的問題進行瞭梳理，併從政府、市場和農民三箇方麵，對土地整治的運行機製逐一進行分析，在此基礎上，構建土地整治創新機製，即激勵機製、約束機製和保障機製，確保土地整治工作的順利實施，賦予土地整治新的活力。

As an important platform and powerful gripper of urban-rural harmonious, Land consolidation has a great signifi-cance for protecting plough and guaranteeing development, saving and intensiving to use land, narrowing the gap between urban and rural, and so on. In Current, land consolidation is endowed with new connotation, which is changing profoundly of scope, intension, goal, mode of operation. Under this background, this paper comb-ing the problem of the land consolidation in operation.And it also analyses the Operation mechanism of one by one from the govern-ment, market and farmer. Take this as foundation,the paper struc-tures the innovation mechanisms of land consolidation,they respec-tively are incentive mechanism, constraint mechanism and safeguard mechanism,which is used to ensure the land consolida-tion to practice smoothly, and endows the new vitality for the land consolidation.
