高校基建工程管理是廉政风险防控的重点领域。在研究归纳高校基建工程管理中的关键环节、廉政风险表现的基础上，采用风险矩阵和Borda序值法对基建工程各关键环节的廉政风险等级作进一步排序分析，按照从高到低的顺序，结果显示廉政风险等级排在前三位的关键环节依次为施工管理、招投标和竣工验收。因此，对施工管理、招投标和竣工验收三环节的廉政风险应开展针对性研究并采取具体防控措施，这对高校深入开展基建廉政风险防控工作具有积极意义。

The management of infrastructure projects in universities is the key field to prevent corruption risks. On the basis of studying its key links and the performance of corruption risks, with the risk matrix and the Borda ordinal value method, we sort the corruption risks by their risk level and analyze the risks which often occur in the key areas of infrastructure projects. The result shows that the top three corruption risks in descending risk order are mainly located at the key areas such as the con-struction management, the public bidding, and the completion acceptance. Consequently, it’s necessary for us to specially make a thorough research on the prevention measures of the three corruption risks. The study makes a pertinent research of the three links and puts forward some specific measures so as to provide a beneficial thought for the scientific identification of the cor-ruption risks’level, which will have an active meaning in carrying out the work of corruption risk prevention in universities.
