社区教育网站是构筑终身教育体系和学习型社会的载体,同时也是实现信息化社区的先导。近年来在全国范围内,社区教育网站的数量不断拓展,但由于缺乏相应的科学评价标准及规范,各网站的建设质量参差不齐。因此,有必要建立有效的评价体系,通过评价促进社区教育网站的有序优质建设。在对网站评价指标内容、评价模式和评价指标体系设计思路的研究现状进行分析的基础上,结合对上海市部分区县网站及管理人员进行的实地调研结果,设计了社区教育网站评价指标体系的指标模型。依据以内容为核心、针对性、综合性三个设计原则,评价指标模型包括5个一级指标和21个二级指标,从信息内容、教学特性、网站设计、技术水平、网站效益等角度对网站进行评价。针对对各个指标数据的获取方式进行的初步设计,也为评价指标体系的实际应用奠定了基础。

Community educational websites are the vehicles to build a lifelong education system and learning community, as well as the preludes to the informationization of community. In recent years, community educational websites have been rapidly devel-oping in China. However, due to the lack of appropriate evaluation criteria and evaluation principles, the websites are rather spotty. A lot of websites have problems such as lack of targeted contents and interaction. As a result, it is of great importance to set up an ef-fective evaluation system, through which these kinds of websites are measured, so that better ways can be found to build the high-quality sites. Through a literature review conducted in terms of evaluation index, evaluation modes and design procedure, and with the results of investigating some of the community educational websites in Shanghai, and interviewing some managers of these websites, the evaluation model was designed on the principles of its contents, target and comprehensiveness. There are five first-class indexes and twenty-one second-class indexes in the model, with the first-class indexes including information and content, instructional fea-tures, design, technology and achievement. In addition, the way of acquiring the evaluation data is displayed, laying the foundation for the practice of the evaluation criteria.
