中国保税区作为促进经济发展的重要经济形式，在政府管理中存在的一些问题，阻碍了保税区功能效应的积极发挥。因此，河南省政府应通过健全保税区法律体系、明确功能定位、与城市功能建设协调发展、发展高新技术产业、向自由贸易区转型等措施，为郑州新郑综合保税区更好地发挥经济发展的桥头堡作用创造条件。
中國保稅區作為促進經濟髮展的重要經濟形式，在政府管理中存在的一些問題，阻礙瞭保稅區功能效應的積極髮揮。因此，河南省政府應通過健全保稅區法律體繫、明確功能定位、與城市功能建設協調髮展、髮展高新技術產業、嚮自由貿易區轉型等措施，為鄭州新鄭綜閤保稅區更好地髮揮經濟髮展的橋頭堡作用創造條件。
중국보세구작위촉진경제발전적중요경제형식，재정부관리중존재적일사문제，조애료보세구공능효응적적겁발휘。인차，하남성정부응통과건전보세구법률체계、명학공능정위、여성시공능건설협조발전、발전고신기술산업、향자유무역구전형등조시，위정주신정종합보세구경호지발휘경제발전적교두보작용창조조건。
As an important economic form,China's Bonded Zone does play an important role in promoting economic development, but some of the problems existing in government management have hindered it to exert its full functional effects. Therefore,in order to make Zhengzhou Xinzheng Comprehensive Bonded Zone better play the role of economic development bridgehead,Henan provincial gov-ernment should take a series of measures including to adopt a sound legal system, define functional positioning, coordinate with urban functions development, develop high-tech industries, the transition to a free trade zone and others, to create favorable conditions for Zhengzhou Xinzheng Comprehensive Bonded Zone development.
