十八届三中全会提出发展普惠金融和推进政策性金融机构改革。农业政策性银行能够使农业“麦克米伦缺口”在一定程度上得到治理，对金融公平和普惠金融的实现具有不可替代的作用。但在中国农业政策性银行发展过程中，立法滞后、可持续发展能力欠缺以及业务狭隘等困境已日渐成为其服务“三农”的掣肘。因此，必须通过机构创新、范式转换和立法完善等途径推进农业政策性银行改革，构建多元化的普惠政策性银行体系，实现政策性金融向开发性金融转型。

Advancing the reform of policy financial institutions and the development of Inclusive Finance has been put forward in the 3rd Plenary Session of 18th Party Central Committee . The agricultural policy bank is playing an irreplaceable role in the realization of finance justice Inclusive Finance for it may remedy the Macmillan Gap to some extent .However ,In the course of development of agricultural policy bank , legislation lag , lacking the ability of the sustainable development and business narrow have been serious factors to restrict its development .T herefore ,it is very necessary to push forward the agricultural policy bank reform by organization innovation ,paradigm shift and perfect legislation , that is to say , constructing the diversified system of policy bank and realizing the transformation from policy financing to development financing .
