在分析高校家庭经济困难学生成长帮扶体系现有研究的基础上，引入科学发展观和 ISO9001族全面质量管理理念，尝试构建了“以科学发展观为指导思想，以全面质量管理及追踪评价机制为手段，建立以人为本的高校家庭经济困难学生成长帮扶体系”，以期促进高校家庭经济困难学生成长帮扶工作的科学化。

Based on the analysis of the existing research of the development support system of university students with economic difficulties,this paper introduces the Scientific Outlook on Development and the concept of total ISO9001 quality management,and tries to build the“Taking the Scientific Outlook on Development as the guiding ideology,based on the concept of total quality management and tracking evaluation mechanism,establishing the development support system of university students with economic difficulties”in order to promote the growth of the development support system of university students with economic difficulties in helping and supporting the work of the scientific management.
