Whether it is successful or not in public hospital reform makes sense of the health care reform effect. This article analyzes the public hospital drug centralized bidding system, two lines of revenue and expenditure system, the performance-based pay system, the medical insurance payment system, the financial subsidy system, the financial accounting system, the price system of medical fees and property right system, and suggests that the public hospital reform should follow the economic law in accordance with the health administrative macro-control, in order to ensure the effect of public hospital reform.
