With the drive of educational information technology, a sound system of open and distance learning that connects counties, towns and even villages vertically needs building into a lifelong learning interchange and to form a harmonious and efficient mechanism and channel through the integration of a variety of edu-cational resources of various types of education at all levels so as to fully meet the needs of lifelong learn-ing for all people and make fundamental change of education.
