人口跨境流动是全球化时代的一种客观社会现象。正常的、合法的人口流动，既可以促进民族文化的交流与交融，也可以促进流入国的经济社会发展。相反，人口的非法、无序流动则会给流入地的社会治理带来诸多问题和挑战，增加社会治理成本。云南省与中南半岛国家存在着既亲近又复杂的地缘关系，是我国西南唯一与缅甸、老挝和越南陆上接壤的，存在多个跨境民族的边疆民族地区，边民之间因为姻亲关系往来频繁。云南边境的对外开放对于西南地区乃至全国的经济发展具有重要的战略意义，加强边境口岸的开放是不可逆转的战略选择。在开放过程中，如何加强边疆治理则是我们必须认真应对的重要课题。本文从推进我国面向西南开放的“桥头堡”建设战略出发，主要研究云南边境民族地区境外人口非法流动的类型、特点和成因，无序流动所带来的种种社会问题，并从有利于促进我国面向西南开放的大局出发，提出一些治理对策。
人口跨境流動是全毬化時代的一種客觀社會現象。正常的、閤法的人口流動，既可以促進民族文化的交流與交融，也可以促進流入國的經濟社會髮展。相反，人口的非法、無序流動則會給流入地的社會治理帶來諸多問題和挑戰，增加社會治理成本。雲南省與中南半島國傢存在著既親近又複雜的地緣關繫，是我國西南唯一與緬甸、老撾和越南陸上接壤的，存在多箇跨境民族的邊疆民族地區，邊民之間因為姻親關繫往來頻繁。雲南邊境的對外開放對于西南地區迺至全國的經濟髮展具有重要的戰略意義，加彊邊境口岸的開放是不可逆轉的戰略選擇。在開放過程中，如何加彊邊疆治理則是我們必鬚認真應對的重要課題。本文從推進我國麵嚮西南開放的“橋頭堡”建設戰略齣髮，主要研究雲南邊境民族地區境外人口非法流動的類型、特點和成因，無序流動所帶來的種種社會問題，併從有利于促進我國麵嚮西南開放的大跼齣髮，提齣一些治理對策。

Cross-border population flow is an objective social phenomenon in the era of globaliza?tion. Normal and legitimate population flow can promote the communication and blending of national cul?tures, and also promote the economic and social development of inflow country. On the contrary, the ille?gal and disorder migration of population will bring problems and challenges to the inflow society, which may increase the cost of social governance. Yunnan province is in the southwest of China, which boards on Myanmar, Laos and Vietnam, having a close and complex geopolitical relation with the countries in In?do-China Peninsula. There are multiple cross-border ethnic minority groups in this area and people near the board often communicate with each other because of affinity. The policy of opening up to the outside in Yunnan has an important strategic significance to the southwest region's and even the whole country's economic development, so it is an inevitable strategic choice to strengthen the policy of opening up near the border. In the process of opening up, how to strengthen the frontier management is an important topic that we must take it seriously. This paper is to push forward the strategy of bridgehead construction in southwest of China, the main research is the type of illegal migration from outside to Yunnan frontier mi?nority areas, the characteristics and cause of the illegal migration and social problems caused by it are al?so the important points, with an effort to promote the development of southwest, some countermeasures are put forward in this paper.
