新农合可通过道德风险、逆向选择和诱导需求来影响参合农户医疗消费。当 CHNS 调查数据排除掉新农合逆向选择问题时，道德风险和诱导需求则共同决定了参合农户医疗消费，那么，系统地研究新农合道德风险对参合农户医疗消费的影响，就可以间接推导出诱导需求对参合农户医疗消费的影响。研究发现：一方面，农户因参加新农合而降低了健康保健与疾病预防，导致患病率略有上升，医疗服务需求小幅上升；另一方面，农户因参加新农合而能够及时就诊，其避免小病拖成大病所降低的医疗消费量，相当于农户因新农合承担部分医疗消费而增加的医疗消费量，由此可知，参合农户增加医疗消费的幅度较小。因此，大幅上涨的医疗消费归因于医生诱导参合农户消费更多医疗服务，并且诱导需求主要发生在医治小病（门诊治疗）领域。

the effect of the new rural cooperative insurance (NRCI)on medical consumption through the path of moral hazard,adverse selection and induce demand.Moral hazard and induce demand together decide the medical expenditure,because there is no issue of adverse selection in the data set of CHNS.So research of the impact of moral hazard on medical consumption can get the extent of the effect of induce demand on medical expenditure.We get follow conclusions.First of all,we find that the peasants participate in the NRCI,they will reduce the awareness of medical care and illness prevention.Secondly,the de-crease of medical consumption that the peasants timely treatment illness due to participate in the NRCI to avoid becoming a serious illness,equal to the increment of medical consumption that the peasants prefer to consume more medical resource be-cause of the NRCI copayment when they have a sick.
