提出在高等教育以内涵发展和质量提升为主题的新一轮改革和竞争中，民族院校要实现内涵发展，就必须加强大学文化建设，必须树立育人为本，学术至上的理念，在办学理念、学科建设、课程设置、管理体制、人才培养模式等方面体现出鲜明的民族特色。

Nationalities universities should adhere to the college - running orientation and goal———“serve the ethnic minorities and ethnic areas”, which is the fundamental characteristic of nationalities universities and implement it in personnel training, scientific research, social services, cultural inheritance and innovation, etc. It is proposed that nationalities universities, in the new round of reform and competition focused on connotation development and quality im-provement, should enhance college culture construction, develop the idea of cultivation orienta-tion and academic supremacy, and demonstrate their striking ethnic characteristics in school-running, discipline construction, curriculum design, management system, talents training modes and so on in order to realize the connotation development of nationalities universities.
