The article provides several ideas of policy innovation from four main aspects.On the aspect of technology poli-cy,it should promote the construction of incentive mechanism for prompting the research &development of low -carbon technology,and make the essential technology such as carbon capture &carbon sequestration as guidance so as to seize the strategy heights,and meanwhile strive for breakthroughs in core technology of low -carbon.On the aspect of performance evaluation system for local government,it is urged to establish a government performance evaluation system included with environmental index based on the principle of social welfare maximization,and strengthen the government’s supervision of low -carbon policies for enterprises so as to transform the high -carbon path dependence in field of industrial production. On the aspect of fiscal revenue and expenditure policies,a comprehensive exertion of diverse fiscal policies is necessary, and the cooperation and composite of policies implement should be strengthened,thus it could realize the support and con-straint effect of fiscal policies.On the aspect of financing policies,it should confirm the leading role of market mechanism in low -carbon financing as well as strengthen the guiding function of government,promote the establishment of carbon ex-change market,innovate the product and service of carbon financing and consummate the intermediary services for carbon financing.
