跨行政边界集群创新网络的发展是知识的共享和整合过程，地方政府在集群创新网络中的作用十分重要。运用演化博弈论的方法，将地方政府激励、惩罚、公共投入水平作为研究问题的主要因素，分析地方政府对跨行政边界集群企业隐性知识共享行为的稳定性及演化趋势的影响。最后，以社会福利函数为切入点，进一步揭示企业与地方经济协同发展的本质，并以此为基础，从地方政府角度提出相关促进企业隐性知识共享的措施。

The development of cluster innovation network is a process to share and integration knowledge,and the role of local government in the cluster innovation network is very important.In this paper,we use the incentives,penalties,and level of public investment of local government as major factors in research issues,and analyze the stability and evolution trend about the cluster enterprise’s tacit knowledge sharing behavior among administrative boundaries,based on the im-pact of local government by Evolutionary Game Theory.Finally,we reveal the further nature of collaborative development between enterprises and local economy by Social Welfare Function,and on this basis,make some relevant measures to promote tacit knowledge sharing from the perspective of local government.
