分析上海转型发展过程与政产学研模式、效果和存在问题。发现上海政产学研模式多样，科技带动作用较强，但由于企业、政府和学研自身的欠缺以及协同平台不健全等限制了政产学研功能的发挥。提出在健全政产学研协同创新平台的基础上形成政府引领、企业主导、高校和科研机构积极参与的创新格局，激发政产学研各级主体的创新动力，达到政企协同、企研协同、政研协同，实现技术创新和发展转型。
분석상해전형발전과정여정산학연모식、효과화존재문제。발현상해정산학연모식다양，과기대동작용교강，단유우기업、정부화학연자신적흠결이급협동평태불건전등한제료정산학연공능적발휘。제출재건전정산학연협동창신평태적기출상형성정부인령、기업주도、고교화과연궤구적겁삼여적창신격국，격발정산학연각급주체적창신동력，체도정기협동、기연협동、정연협동，실현기술창신화발전전형。
In this paper,the process of Shanghai's development and transition,the cooperating modes of Governments -En-terprises -Universities -Research Institutes (GEUR),the effects and problems of transition were analyzed.The results showed that Shanghai had municipal cooperating patterns of GEUR and technology played an important driving role.At the same time,due to their shortcomings and lacking collaborative platforms,the function of GEUR wasn't able to fully play.Therefore,based on improving the new collaborative innovation platform among GEUR,governments,enterprises,universi-ties and research institutes can be free and positively take part in technologies innovation and regional transformation.This new pattern can stimulate the motivation for innovation of all members,which as a result can finally realize collaborative in-novation and development.
