推动企业成为技术创新主体是建设创新型国家的关键，但经过多年发展，我国企业整体上并未成为真正的技术创新主体，如何才能真正提高企业的技术创新能力已成为企业、各级地方政府的一件大事。基于知识产权价值角度，从微观上对企业技术创新各阶段及服务保障体系进行深入研究和分析，构建基于知识产权价值的企业技术创新过程综合模型，并提出提高我国企业技术创新能力的建议，为政府在企业技术创新政策制定、企业自身技术创新发展战略制定等方面提供参考和实践指导。

Promoting enterprise to become technological innovation subject is the key of innovative country construction, but after years of development,our enterprises have not become the real technological innovation subject.How to really im-prove the enterprises’ability of technological innovation has become a major event of enterprises and local governments.Previous scholars mostly study on enterprises’technological innovation process from the macroscopic view instead of techno-logical innovation in each stage from the microscopic view,and never relate to the intellectual property value.Based on in-tellectual property value,this paper deeply studies and analyzes enterprise technological innovation in each stage and serv-ice support system,constructs the integrated model of enterprise technological innovation process based on intellectual prop-erty value,and proposes the suggestions of improving the ability of our enterprise technological innovation.Through the re-search of this paper,the author hopes it can provide the reference and practice instruction to government on development policies,engineering construction?of enterprise technological innovation,and to enterprise on develop strategies etc.
