世界一流大学的崛起，是大学内外部多种环境因素综合作用生成的结果。本文重点从大学与政府、市场关系的定位，国家科技政策的导向，国家人才战略的实施，以及学术资本主义对区域发展和大学自身的深刻影响四个方面，考察了西方发达国家世界一流大学的外部环境，为我国世界一流大学及其高水平人才队伍的建设提出了相应的对策建议。
世界一流大學的崛起，是大學內外部多種環境因素綜閤作用生成的結果。本文重點從大學與政府、市場關繫的定位，國傢科技政策的導嚮，國傢人纔戰略的實施，以及學術資本主義對區域髮展和大學自身的深刻影響四箇方麵，攷察瞭西方髮達國傢世界一流大學的外部環境，為我國世界一流大學及其高水平人纔隊伍的建設提齣瞭相應的對策建議。

The rise of world-class universities is attributed to both internal and external factors centering on universities. This article focuses on four aspects of the external environment of world-class universities in developed countries:the relationship po-sitioning of government, university and market, government-policy orientation in science and technology;the implimentation of national talent strategy;and the profound impact of academic capitalism on regional development and the university itself. It then proposes corresponding measures on the construction of world-class universities and high-level talent team in China.
