2011年江苏南通着手实施“十二五”居民收入倍增计划，农村居民收入增长一直是计划实施的重点和难点。为南通市农村居民收入的可持续增长提供参考，通过与同属江苏省资源禀赋和区域特色相近的苏州市进行对比，分析了影响南通市农村居民收入增长的因素；并从加快流通服务业发展，鼓励农村居民自主创业，发展农村经济组织促进土地流转，增加财政转移支付力度等方面提出了相应的对策。

The resident income double program during 12th Five-Year Plan was implemented in 2011 in Nantong City,Jiangsu but income increase of rural residents always is the key and difficult point during implementation of the resident income double program.The factors to influence income increase of rural residents in Nantong City are analyzed by comparing with Suzhou City with the similar resource endowment and regional characteristic,and the corresponding countermeasures are proposed from aspects of seeding up development of circulation service,encouraging self-employed of rural residents,developing rural economic organization to promote land transfer and increasing financial transfer payment intensity to provide a reference for sustainable growth of rural residents in Nantong City.
