在找矿三要素中，勘查区块是找矿客体，起着基础性作用；勘查技术是找矿主体，起着主导性作用；勘查资本是找矿血液并为找矿营造起追求保值增值的动力机制，起着支撑性保障作用，三者不是孤立存在而是相互依存。三要素优化配置建议：(1)找矿主体应是具有相应勘查资质与相当资金实力的法人。(2)规范探矿权出让方式，申请在先，按规定缴纳使用费应作为基本方式，通过招投标有偿取得可作为主要方式，建议试行委托经营方式；应严格控制协议出让，慎用拍卖挂牌出让。(3)使市场在探矿权配置中起决定性作用，提高探矿权配置效率和公平性。(4)健全与完善找矿成果利益分配机制，促使勘查技术与资本找矿活力竞相迸发。(5)加强与优化政府服务于探矿权市场建设公共职能。

This paper argues that among the three factors of geological exploration,the area for the exploration of mineral resources plays the foundational role, which is the object of prospecting;the main body is exploration technology, which plays a leading role;whileexploration capital is like the blood for exploration, which creating the dynamic mechanism for the pursuit of preservation and appreciation, and plays a supporting role. These three factors do not exist in isolation;rather, it means they are interdependent. On this basis, this paper offers some methods for optimizing their conifgurations. These methods lay emphasis on the following. First, the main body for prospecting should be the legal person who has corresponding exploration qualiifcation and ifnancial strength. Second, the remising way of mineral exploration right must be standardized, which means that prior application should be regard as the basic way, tendering and bidding as major way;and the operation way by entrustment is suggested to be piloted.In addition, the grant by agreement must be strictly controlled;and the transfer by auction and listing should be used with caution. Third, the market must play a decisive role in the exploration right conifguration with a view to improving the fairness and efifciency of exploration right conifguration. Fourth, a sound interest distribution mechanism regarding the ore-searching achievements should be established and improved so as to unleash the vitality contained in exploration prospecting technology and capital. Fifth, strengthening and optimizing the public function of which the government serves the building of prospecting right markets.
