以党的十八大精神为重要理论依据,阐述了林业是生态文明建设的关键领域,科学高效地运营城市森林是城市生态文明建设的必然要求。传统的以政府运营为主,市场、非营利组织和社会公众参与不足的城市森林运营体系难以适应当下城市生态文明建设的需要,迫切需要多主体运营体系。当超越一个以上的主体活跃在城市森林运营领域时,就会产生协同的需求,协同是城市森林的多主体参与下的必然选择。因此应构建城市森林多主体协同运营体系。但运营体系建设是一项系统工程。探索其内涵与外延,构建其体系,分析影响协同能否发生以及发生何种协同性关系的因素,以使城市森林的运营要素实现协同,达到城市森林的运营目标,实现城市森林的善治成为必需。

Drawing on the spirit of the Party's 18th Congress as its major theoretical basis ,this article argues that forestry is the key area of ecological civilization construction ,and that scientific and efficient operation of urban forestry is a necessity for the construction of urban ecological civilization .T he tradition‐al urban forestry operating system ,relying mainly on government management with inadequate participa‐tion of the market ,non‐profit organizations and the public ,is found inefficient for the goal of the construc‐tion of urban ecological civilization ,and a multi‐agent operating system is urgently needed .When more than one agent is actively involved in urban forestry operation ,a demand emerges for the synergy of differ‐ent agents .Synergized effort is a necessary choice in the multi‐agent participation in urban forestry opera‐tion .Therefore ,a system of synergistic operation of urban forestry by multiple agents should be estab‐lished .However ,constructing the operating system is a systematic engineering .It is necessary to explore the connotations and denotations of the system ,to build its framework ,and to analyze the potential factors influencing the possibilities and types of the synergy so as to synergize the factors involved in urban forest‐ry operation to attain the operation target ,and ultimately for the quality management of urban forestry .
