如何预防和处理民族高校的应急突发事件是构建和谐校园的重要课题。本文从风险管理的视角出发，分析了目前民族高校突发事件的诱发因素，并结合情景分析法，提出了基于情景动态演变的民族高校应急预案研究框架，以期为民族高校的非常规突发事件应急管理提供一些有益的参考。

How to prevent and deal with contingency incidents in ethnic colleges and universities is an impor-tant subject of constructing harmonious campus.This paper, from the perspective of risk management, analyzes the inducements of contingencies occurring in ethnic colleges and universities, and by applying method of scenario a-nalysis, proposes a framework of contingency plan based on scenario dynamic evolution, in the hope that it may serve as helpful reference for the risk management of unusual contingencies in ethnic colleges and universities.
